House Rules

Rules governing the operation and use of the accommodation and life within its community.

Hostel House Rules

Effective from 1 September 2025.

This English translation is provided for convenience. If there is any discrepancy, the Hungarian version prevails.

1. §

General provisions

  1. These House Rules are binding on university students living in the Hostel and on all persons accommodated there on a long-term or temporary basis under any legal arrangement.
  2. The placement of admitted students within the building is decided by the competent GFE Campus Residence Committee. In justified cases, a student may submit a written request for a change to the Hostel Manager. No person may change their assigned accommodation without authorisation.
  3. The tenancy agreement for a place in the Hostel is concluded for ten months, from September to June. Either party may terminate the tenancy during this period with 60 days' notice. A student may terminate in writing by stating the reasons, providing supporting documentation and addressing the request to the competent representative of the University. In an exceptional event, the student may submit a request for immediate termination to that representative.
  4. Residents receive an access card that allows them to pass through the access-control system and enter their assigned apartment. The card must also be presented inside the building at the request of a security guard or another authorised person. Access cards are non-transferable, and the student bears the consequences of loss. Each numbered access card is a document suitable for unique identification.
  5. Students may not enter the Hostel without an access card. Under the agreement with the University, a resident may stay in the Hostel only during teaching and examination periods; residence at other times is subject to separate arrangements.
  6. Any breach of the House Rules or other regulations, or disrespectful, rude or otherwise inappropriate conduct towards fellow tenants or Hostel staff, may result in disciplinary proceedings under the GFE Disciplinary Regulations.
  7. Any activity that disturbs the peace of Hostel residents or people living nearby is prohibited. Conduct throughout the Hostel must comply with generally accepted standards of coexistence and respect the community spirit. The consumption or distribution of hallucinogenic or narcotic substances, gambling for profit, and any conduct that prevents room-mates from using their room or forces them to leave it are prohibited.
  8. The sale of alcohol on Hostel premises is prohibited. A disciplinary offence committed while intoxicated results in immediate exclusion. No sales, commercial or business activity may be conducted in the Hostel without authorisation.
  9. Smoking is prohibited throughout the Hostel and Campus. A breach is a serious disciplinary offence and may lead to the immediate suspension of the right to accommodation, meaning extraordinary termination with immediate effect. The automatic smoke and fire alarm may activate independently of staff action. The person who caused the smoke or fire, or the residents of the room concerned, must reimburse the costs of stopping the alarm and restoring the system.
  10. All payment obligations to the Hostel must be met in the manner and by the deadline specified by Hostel management. If a resident fails to make or prove payment by the deadline in the tenancy agreement, they must move out within eight working days of receiving written notice.

2. §

Protection of property

  1. The tenant bears full financial responsibility for the condition of the room and its furnishings unless damage is due to a cause beyond their control. The room and its furnishings must be formally received and handed over when moving in and out.
  2. Tenants must protect the condition of the Hostel building and its furnishings and may not alter them without permission. Any damage caused intentionally or through unauthorised alteration must be reimbursed. Damaging conduct may result in disciplinary proceedings. The operator determines the amount of compensation; the University representative or Residence Manager may act in compensation and disciplinary matters.
  3. Personal decoration of a room is permitted only if it does not damage walls or furniture and is consistent with good taste. All other decoration is prohibited.
  4. Inventory items may not be removed from a room, and furnishings may not be moved into a room from another room or common area. Privately owned high-value equipment must be declared at reception together with its serial number. Reception issues permission when such equipment is taken out. The Hostel accepts no liability for high-value equipment, furnishings or other personal valuables kept in rooms.
  5. Objects and equipment owned by the Hostel may not be removed from the building.
  6. Technical faults must be reported at reception using the designated fault-report book. The operator will arrange for faults to be remedied without delay.
  7. If the institution and the person responsible cannot agree on compensation for damage caused negligently or intentionally, the provisions of the Hungarian Civil Code apply.
  8. Each tenant has an individual key card that must be returned and accounted for when moving out. The card is non-transferable, and the tenant bears the consequences of its loss. A compensation fee of HUF 3,000 is payable to replace a lost or damaged key card.
  9. Tenants must remove waste from their room daily in properly sealed packaging, without soiling common areas, and place it at the designated collection point.

3. §

Rules for receiving visitors and guests

  1. The House Rules support a reasonable daily routine and uninterrupted study. Quiet must therefore be maintained between 23:00 and 07:00 for rest and throughout the day during examination periods for study. Disturbing Hostel guests is strictly prohibited. People using the seating area in front of the Hostel, particularly in the evening and at night, must take special care not to disturb residents.
  2. To protect the communal, moral and financial security of the Hostel, entry by non-residents, guests and visitors is controlled. Visitors may enter with the designated card if their host is present and accepts full financial and moral responsibility for them. Non-residents may remain in the building between 07:00 and 23:00. A guest or visitor who breaches the House Rules may be banned by the Residence Manager for a fixed period or permanently. A room-mate's consent is required for an overnight guest.
  3. When a resident receives a visitor or guest, the resident must leave their own access card and a valid identity document belonging to the guest at reception. After receiving the documents, reception issues an entry permit and guest card. At the end of the visit, the identity documents may be collected and the guest card must be returned.
  4. A limited number of guest rooms are available by prior reservation.
  5. If no apartment is vacant, a guest may be accommodated in a student place with the room-mate's consent, a completed guest declaration approved by the Hostel Manager and payment of the relevant fee. Approval must be requested one working day before the planned stay.
  6. The Hostel operates a reception desk that is open 24 hours a day.
  7. Events held in the Hostel building must end by 22:00.
  8. Unauthorised replacement or repair of locks, or duplication of a key card or access card, is a serious disciplinary offence and results in immediate exclusion.
  9. Rights and services arising from the tenancy are non-transferable. Any misuse results in immediate termination of the tenancy.

4. §

Other provisions

  1. The Hostel Manager may exercise a right of objection in relation to an applicant or tenant who has previously committed a disciplinary offence or whose presence in the Hostel is considered undesirable.
  2. After the tenancy ends, the tenant must hand over the room to the person designated by the Hostel.
  3. Notices may be displayed only in designated places on noticeboards. The Hostel Manager may authorise external advertisements, leaflets and posters provided that they do not conflict with the institution's interests. Unauthorised notices will be removed.
  4. University students use their own bed linen and are responsible for cleaning it. Bed linen is available to guests for a laundry fee. If linen is returned in an unacceptable condition, a fee equal to its value is payable and will be used to replace the unusable linen.
  5. Hostel staff perform recurring services, including cleaning, operational and technical inspection of residential units and scheduled maintenance, according to a detailed timetable. Residents must prepare the unit for the work by placing personal belongings in their wardrobe and kitchen utensils in the kitchen cupboard and locking them away. Staff may refuse the service if the required conditions are not available for reasons attributable to the resident or if the work would have to be carried out in unreasonable conditions.
  6. A receptionist on duty, a representative of the operator and a member of the Campus Residence Committee may inspect rooms to verify compliance with the House Rules.
  7. A student who notices an unusual event on Hostel premises, such as theft, an unauthorised person or an accident, must report it to reception immediately.
  8. Tenants must read and comply with the House Rules and other regulations of the Gál Ferenc University Hostel. Lack of knowledge of the regulations does not exempt a person from liability.
  9. Offences resulting in the immediate suspension of residence:
    • intentional damage and breach of the House Rules;
    • receiving an unauthorised guest or visitor;
    • breach of accident-prevention or fire-safety regulations;
    • theft of or damage to personal or institutional property;
    • misuse, damage, theft or alteration involving telephone or internet services;
    • bringing in or keeping animals;
    • using file-sharing networks or torrent sites, including downloading or uploading through them;
    • intentionally endangering one's own physical safety or causing an accident;
    • intentionally obstructing inspection of a residential unit;
    • misuse of a key card or access card;
    • using a residential unit for an improper purpose.
  10. Compliance with the House Rules is mandatory for everyone. A breach results in proceedings whose form depends on whether the conduct justifies termination with immediate effect or is a lesser offence requiring a warning. Offences are investigated by a three-member Investigating Committee chaired by the Hostel coordinator and including the secretary of the Campus Residence Committee and a delegate of the Faculty Student Union. The University's Disciplinary Regulations apply to disciplinary proceedings.
